BUDGET BRIEFING ENSURES ACCOUNTABILITY, SUSTAINED DEVELOPMENT

The Chairman, Akwa Ibom State House of Assembly Committee on Appropriations and Finance, Rt. Hon. Usoro Akpanusoh has described Public Hearing on yearly Budget of the State as what "ensures good governance, transparency and accountability and ultimately, a speedy and sustained development of the State in all sectors".



Akpanusoh who represents Esit Eket/Ibeno State Constituency while making remarks two days ago during the 2019 Budget Briefing/Public Hearing noted that State operated budget is aimes at assisting in short term planning and socio-economic management of the State adding that the Public Hearing which has come to be a ritual of the Sixth Assembly makes room for participation of the people in governance and democratic governance. 


"This is predicated on one of the very important guiding principles of good governance which says that “what touches all should be approached by all”. The issue of public expenditure is the basis for political power and is a subject that generates a lot of interest among politicians, legislators, public servants, labour and other unions, the business community, etc" he emphasized.


According to the lawmaker, the  "2019 Budget proposals as presented by His Excellency, Governor Udom Emmanuel is christened “Budget of Industrialization for Poverty Alleviation’’. Government is proposing a total budgetary outlay of N670.718b for 2019 and is aimed at substantially implementing the FIVE-POINT AGENDA of the present administration which include JOB CREATION, WEALTH CREATION, POVERTY ALLEVIATION, ECONOMIC AND POLITICAL INCLUSION AND INFRASTRUCTURAL CONSOLIDATION AND EXPANSION". 

He noted that the 2019 Budget as presented by the State Governor, Mr. Udom Emmanuel is aimed at “reducing dependence on statutory allocation as the main source of revenue to the State” through the pursuit of establishing more industrial ventures, enhanced internal revenue generation and the attraction of more investments to Akwa Ibom State with the Five-point agenda of the administration still very much in focus". 

Akpanusoh used the occasion to assure Akwa Ibom people of effective scrutiny of the budget proposals as well as monitor and supervise its implementation in the best interest of the State and its people, as part of the Assembly's oversight function.

He tasked MDAs to take their budget defence seriously and make use of the oversight House Committees in clarification of their presentations.

Declaring the public hearing open, the Speaker of the 6th Assembly , Barr. Onofiok Luke said public hearing is a tradition of the 6th Akwa Ibom State house of  Assembly to receive inputs from citizens.

Speaker Luke, who was represented by  his Deputy , Princess Felicia Bassey , observed that Appropriation law is a compass for directing governments journey towards achieving the State government agenda while assuring stakeholders and participants that inputs gathered during the hearing would guide  and also help in shaping the output of the 2019 budget.
